We are going on our first DCL cruise this may and are staying in a concierge room. Are the concierge rooms in a restricted area of the ship? On NCL, the Haven is only accessed by a key card. Is DCL the same way for either concierge deck rooms?

No, anyone can use the passageway that Concierge rooms are on.

When the Dream first came out there were gates at the entrances to the Concierge rooms that were only opened with Concierge KTTW cards. Many people felt that was really too much like separating the "haves" and the "have nots". And it made it difficult for those in Concierge to participate in Fish Extenders.

The gates were removed. And the Fantasy never had them.
 
No. We got married on the Dream in December and my parents and photographer had full access to the concierge hallways even though they weren't staying concierge. You only need a keycard to enter lounge or the private sun deck. They are by themselves on deck 11 and 12 and can only be accessed from the forward elevators and stairways. There is also an outside door entrance from deck 11 and 12 in the adult deck area.
