Concierge arrival time and upgrades

For those of you who have cruised on the Dream/Fantasy concierge level before:

1. How early can you arrive at the PC terminal?
2. How do you buy an upgrade from category V to category T or higher?
3. Does the concierge lounge happy hour have the same liquor selection as the rest of the bars on the ship?

The terminal opens at 11:00 and concierge/platinum guests can arrive at any time after that.

1. How early can you arrive at the PC terminal? You can arrive at 11am. I've heard of others that have gotten there earlier and were allowed into the terminal. YMMV.We got there a bit after 11 and the place was already packed. But we checked in and were on well before noon.
2. Does the concierge lounge happy hour have the same liquor selection as the rest of the bars on the ship? Not a big liquor drinker, but it all looked top shelf to me. I guarantee the server will get you whatever you ask for.

The terminal building can open earlier than 11:00. When we went about a month ago it was open around 10:30.
