Computer gurus. Need your help!

I'm setting up a computer for my dgf's aunt. It's a basic computer with Windows 98 SE. She will be accessing the internet via a modem. THe problem is I can't get the modem installed properly. Windows sees the modem during bootup and the drivers install without any errors. The modem is listed in the device manager but it's not listed in the modem section of the control panel applet. I can go through the "add modem" program from the control panel applet but it still doesn't show up as an installed modem so I can't set the dialing properties. The odd thing is when I click on the "diagnostic" tab, I see 3 comm ports. 1,2 and 3. It appears that the modem is using port 3 and I can "communicate" with the modem via the "query modem" routine but that's it. I can't get the modem to show up as installed.

Any ideas???
 
I know men hate to read the instructions, but do they list any certain settings you need to set the modem to?

Is it plugged into the phone jack? (don't mean to sound obvious).
 
I did follow the instructions. I've also installed many modems in the past (before high speed internet) but have never run across this problem. I think something in the operating system is screwed up and I may have to reinstall windows.
