Depends on where it happens:
In a resort - the front desk supervisor.
In a resturant - the manager.
In a store - the supervisor on duty.
In a park - the persons supervisor. DVC staff - dvcmembersatisfaction.com

If you've had exceptional service or a CM has made your stay even more magical please send in a note about it. These go in the CM's file and do get taken into account when they are up for raises or promotions. The 'verbatims' are also posted- good and bad- for all the CM's to see at the resort.
