There is no elevator open for public use. There is an elevator, but it is in the backstage area. There are plenty of seats on the lower level, so you should not have any problem getting a table.

The elevator is backstage, but you can ask a CM to take you up. The Keys to the Kingdom tour includes lunch upstairs at CHH, and there are people who take the tour with wheelchairs and ECVs.
Here is a link to an old thread on the Disabilities Forum - as far as I know, the policy is the same as it was then. It is possible that it has changed, but I'd post on that forum to get a definitive answer.
We did a Keys tour with a guest in a wheelchair. They were escorted upstairs to eat with us and then down again. I had never seen the elevator, but it is there, if you need it
People paying the large price for the tour can use the elevator, but that is it. Here is an article about CCH from late 2010. In the comments section, someone posts that the staff no longer allows regular diners to use the elevator...
No problem. I was more just asking because I was curious. I think dining upstairs usually offers a more relaxing meal experience. Downstairs just seems a little more hectic. If the elevator is back stage, I can understand why the CMs would not be able to allow regular guests to use it, esp. when there is ample seating downstairs.
