There HAS to be, that is where everyone that is on the MK tours go for lunch.

Yes, there is an elevator. But you need to summon a castmember to assist you. It is not in plain view, and it is down the little hallway by the bathrooms.

I learned about the second floor of CHH right here on the DIS boards! In 2005 my DH and I had lunch there and we sat upstairs. It was great; no crowds plus excellent view of Liberty Square.
