Codes are for room discounts.
There are different levels. Codes for FL residents which obviously you have to be a FL resident to have. Codes for Annual Passholders and general/email codes.
Email / postcard codes contain a PIN number attatched to them so if you neighbor, brother, aunt or whoever gets them, you can't use them unless they are going with you and will be checking in with you. If you get one then you obviously can use it.
The email/postcard codes are a complete mystery on how they are received. Its all random marketing and there is no rhyme or reason as to if you will get one.
General codes are usually published in the travel section of newspapers and such, these are open to anyone that you can use. So keep watch.
ALSO know that a code is NOT guaranteed. Disney may or may not offer a code, to anyone. They may have AP codes and FL resident codes and not general codes or there may be no codes at all for anyone so don't count on them when booking a room.
As for your timeframe. IF they were to come out, they won't be out until much later in the year. November-ish maybe.
