All three hotels are within walking distance to Universal. There are landscaped paths from each hotel to City Walk, which is the hub between the two parks.
The Hard Rock hotel is the closest to City Walk. It is about a 4 - 5 minute walk to the gates of Universal.
The Portofino is on the same side as the Hard Rock, just a few more minutes down the path. It is about a 10 - 15 minute walk, although you can do it a bit more quickly by going through the Hard Rock's parking lot. There is a thread here somewhere that shows the directions.
Royal Pacific is on the other side of City Walk, so it is closer to Islands of Adventure. It is about a 7-10 minute walk to get to City Walk and then another few to get to Universal Studios.
You can also take the boats. They run every 10 -15 minutes pretty regularly. It is a very relaxing ride after a day in the parks.
Other options are the Pedi-Cabs that are on the paths. They are independent contractors and work for tips. And there is a bus that runs between all the hotels and the parks and it comes about every half hour.
