It might be worth calling the U.S. Department of Homeland Security Customs and Border Protection office at Winnipeg airport :

They can then let you know what you need exactly especially considering each child will not necesarily have a guardian with them.
 
Rookie teacher, my DS just got back from Europe with the school for 17 days. Although, I was uncomfortable with this, the teachers that organized the trip had the children firstly bring in their BC and passport, and they copied them. They asked to keep the children's passports, and they kept them locked up in the school safe so the kids would not get to the airport without the passports. The teachers at the school were extremely organized and held regular weekly meetings with the students attending. They gave them packing lists ahead of time and bag requirement sizes and weights. It may be worth while to even contact them to see if they have any travel tips.

Flying out of Minneapolis is alot cheaper...but with 25 students it isn't so easy (if it's just a family, it's easy to just drive down). Actually, I knew of a class trip like this in February this year and they went through a travel agent. Stayed on-site (Pop Century) and everything worked out very well. For that trip (because driving down to the Twin Cities wasn't an option), they flew Westjet through Toronto (which lost half of the bags...) but otherwise was fine.
