You'll love the City Mini! I did a lot of research before buying a stroller, but I was in the same situation as you that I couldn't find a store nearby to look at one. I ended up sending my mom to her BRU to get a review. The easy fold alone sold her, so I bought one without ever test driving. I haven't regretted it for a second!
As for the recline, the seat doesn't sit completely upright. DD doesn't mind (yet?) so it hasn't been an issue, BUT I was told you could call BJ and order a plastic insert that goes in the back of the seat. It's not really going to make it more upright, but it makes it more firm so the baby doesn't feel like he/she is slumping as much. Just a option...
