Tell me about transitioning from Theme Park to Fancy restaurant... I already know no tank tops, swimsuits or offensive t-shirts, but what about foot wear?!
I believe I wore a pretty dress with sandals and my dd9 wore the same. We dressed up more for this one. It is a beautiful restaurant inside and we enjoy eating here very much.
Nice casual clothes are appropriate. Capri pants, sandals are fine for women, nice shorts and a polo shirt for men. There are some people that dress up more, but most people just take it up a level from park clothes. One piece of advice, it can be a bit over air conditioned, so take a light sweater.
Footwear isn't even mentioned as part of the dress code at Signature restaurants.

I packed a bag with my nicer clothes in it and changed in their bathroom prior to our dinner, this included a dress, sweater and dress shoes. We like to freshen up and get dressed up before any Dinner while on vacation. Pretty much everyone that I saw the night we went were dressed as well. Citricos is wonderful! We LOVED it

I think not. Neither are dress sandals, they are Teva casual sandals. That said, you will most likely be allowed in. I just wouldn't wear these to an upscale restaurant like Citricos.
People here will try to convince you that you have to dress up to dine at any of disney's signature restaurants and that you should be ashamed to wear anything less. Take it from people like uncleromulus who have numerous visits and vast knowledge of what Disney is looking for. As long as you stay clear of the prohibited list, in this case flip flops, you will be perfectly fine. Disney is not retiring anything fancier from you and don't let people here shame you into wearing something you don't want to or need to wear.
For the record, I have worn shorts, cotton top and crocs to many signature restaurants and have never once felt under dressed, out of place, or ashamed of my attire. In sept you will find me at Cali Grill and Shulas in much the same attire unless I wear a cotton dress into the park that day - but the crocs will apply regardless.
