Is there anywhere to meet them other than at a character meal? DS says he wants to "hug the real Chip & Dale"....

Chip and Dale are often the characters at Disney Visa Meet and Greet in California Adventure (Disney Visa required).

I often see Chip and Dale around Town Square :thumbsup2
They also have a house in Toontown.

If you have a Disney Visa card, Chip and Dale appear frequently together at the private Visa Meet & Greet at DCA. If you don't have a Disney Visa and don't want to go to a character meal, there are still other options.

The characters appear regularly on Main Street in the Town Square area. They don't necessarily appear together, so you may have to wait in two lines.

Chip and Dale also show up at the DCA Meet and Greet in the Bug's Life area.

Your best bet if you want to see specific characters is to ask at either City Hall or the Information kiosk near the wait board at the end of Main Street. The CMs can find out expected times and locations for characters to be out, and you then can plan that into your day.

Many moons ago we hit the park at rope drop and bolted right for Toon Town. It was a ghost town, no one there. As we rounded the corner, Chip and Dale were back there. Dale was leaning up against a garbage can with his arms folded and head laying down on top of the garbage can. I said "Wow, that is the first time I've ever seen a chipmunk bored at Disneyland!"...he looked up at me kinda from a drunken stuper...pointed at me with one hand and tapped on his nose real fast with the other!...we got a laugh outta that!

Last trip (Sept) they were on the Big Thunder Mountain trail between BTMRR and Fantasyland. Ask at City Hall or the Information Board in the Hub and someone should be able to tell you.

Now days, ToonTown doesn't open until an hour after rope drop.

Besides "Chip 'n' Dale Critter Breakfast" at Storytellers Cafe (Grand Californian Hotel), it will be during Mickey's Toontown Morning Madness.

They were out on main street every day I was there 2 weeks ago, taking pics with everyone

Just got back from DL today! We saw Dale at Minnie's breakfast but no Chip. :( We saw each of them in separate lines on Main Street, in the Halloween costumes. So cute!

We were there a week ago and they were out in Town Square all the time--plus we saw them at Minnie's Breakfast.

I see them very often in DL doing meet and greets. just ask city hall when you arrive when they will be out :)
I have seen them at the Minnie & Friend's breakfast too.

We've seen them with Donald at the meet and greet near bugs land. They're so funny, I love them.

Ignore the distortion from my wide angle lens.

So I asked at the information stand when we arrived at the park on Monday, and was told that Chip N Dale weren't on the schedule at all for that day. DS(3) cried. Serious disappointment. I guess we'll have to try a character breakfast next time.

Storyteller's at the GCH is the best place. :thumbsup2 good breakfast too and you can Oder the buffet or off the menu.

We really liked the food at Storyteller's but weren't impressed by the character experience. Chip and Dale were there, but Dale never made it to our table in almost 1 1/2 hours. We did tell our server that Dale was our son's favorite and mention that we had been overlooked, but it didn't help. The characters that did stop by our table were very rushed in their interactions. We were last there in February and probably wouldn't return for the character meal.

We had a much more positive experience in April at Minnie's breakfast in Disneyland. The food was just ok...get the omelets, that helps. The characters were plentiful and very playful. We saw both Chip and Dale and at least 7 other characters. I believe Chip and Dale are at that meal most of the time. You can always ask before paying for the meal.
