Chilly pad tips for kids

My youngest DS, who will be 23 months when we go in June, overheats really easily and we are worried keeping him cool. I've read a lot about using chilly pads to keep cool but most of these posts have been in regards to keep adults cool. I'm assuming that they will work fine for a two year old but I was wondering if anyone else has used them for a young child and found any tricks to getting them to continue wearing them or best places to put them on their body. I was thinking about placing it behind his shirt in the stroller but was worried it wouldn't work if it was not exposed directly to air or would get his shirt wet and make him uncomfortable. If anyone has any chilly pad tips I'd love to hear them. Thanks!
 
I have used them when my son was about a year old and just let him play with them though its not always easy to get them to use them properly. I have found it more helpful to use a product called stroll n chill. It's a liner that you lay under them and fits in the seat of the stroller. I've bought two already and I absolutely love them.
