Children's Menu Age

Are the WDW restaurants strict about the age limit for ordering from the kids menu? My 13 year old is a grazer and never finishes an adult portion so we still order off of kids menus when possible. Do the Disney restaurants let anyone order from the kids menus?
 
It has been my experience that anyone (even adults) can order off the child's menu. However, this applies only at non-buffet restaurants. At buffets, you will be charged the adult price for your 13 year old regardless of how much or little he or she eats.
 
My wife used to order the Child's Filet Mignon at the Concourse Steak House with no problem.
 
Our experience with an older child ordering from the kids menu was that they let us but charged additional for the drink instead of including it. This was with a 16 year old girl over XMAS. When my 12 year old DS ordered from the kids meal, they did include the drink and didn't charge extra.
 

I have done it myself with no problem.... I cannot eat big portions and the children's menu is good enough for me. ^_^
