Children under 2 and dining plan

I hope someone can answer this, I have a friend who is going to WDW in Jan. They will have the dining plan but there dd2 will not. If she decides to get her dd a kids meal will she have to pay for that out of pocket? Are children meant to share meals with their parents at that age? I know at buffets there is no charge but what about restaurants where you order from a menu? Does this make sense?

Yes, if she orders a separate meal for the child she will pay the usual cost. Her DD is welcome to eat off her plate otherwise, and as you mention can eat at buffets.

I know that this NOT is what is supposed to happen, but we went to 2 TS restaurants that were not buffets where we were told we could order a kids meal for DD2 without paying. I asked several times to clarify, because we had planned on just sharing our food, but they said, yes, she could have her own meal for free. Of course, I think this is one of those YMMV situations.

I believe at fixed price meals like CRT the 2 or under child could get their own food for free.
