Child Care/Kids Club - Why the age difference?!

WDW kids clubs allow ages 3-12 but DL's age requirement is 5-12! :( I have a 4 and 6 year old. What's up with the age difference?
 
I don't know for sure, but I would guess it has to do with being located in different states, which probably have different rules and requirements regarding child care.
 
It probably has to do with childcare licensing requirements, which can vary by state. The DL facility is likely not licensed for 3-4 year olds. They either don't meet the requirements or don't want to host younger children, which require more staff time and a lower adult:child ratio. It could also have to do with insurance rates which can vary based on the age of the children they serve.
 

I feel you, my dd is 4.5 years old and is very independent/self-sufficient. We're staying at the GCH in September, but I get to pay $22/hr instead of the $13/hr or whatever it is at Pinocchio's Workshop. The price we pay for freedom I guess. For me, it's not so much the cost as trust. I trust the workshop with my child in a group of kids much more than I trust a stranger with her alone in my hotel room. However, after researching and getting feedback from this site re: the sitter we chose, I feel a lot better about it. It's that or give up the adult time I'll so desperately need on a trip that Nana can't make it to.
