Cheney was suppose to be speaker at the award ceremony for a fisherman convention but can not attend due to the fact that there are arrest warrants waiting for him if he enters Vermont Cheney can not leave the US without being subject to arrest by foreign countries for war crimes nor can he even go to Vermont.
