What are the hardest characters to find in the Disney parks and if they are out where can they be found?
 
You might get more replies if you told us which difficult characters you are looking for. :)
 

Great chart.

Of characters that are known to be out, I think the hardest to meet are the 7 Dwarfs. They are only out during parties and when they are out their lines are VERY long.
When you get to talking about characters that just "pop up" at random, that's just about impossible to guess. Seeing as they are not scheduled or planned there is no way to say who would be there.
WDW doesn't really do "pop up" characters, unless you count Characterpalooza at HS or training sessions at Epcot. And there is just no way to plan to hit a training sessions at Epcot but if you do it can be a good way to meet a rare character.

Things are quite different at DL
 
We saw Max at the Epcot training area near the American Adventure the last week of May. First time we've seen Max in the parks.
 
I wish I could meet Olaf. But i checked that website and he is not on there.
 
The last time I was at WDW(August 2014) I saw the Three Little Pigs and The Big Bad Wolf. I have never seen them except in the MSEP at any of the previous times visiting WDW.

Just out in CA (for now). He's on borrowed time there.
I honestly believe WDW was terrified of crowds if he were to have a M&G. The crowds and lines were beyond belief for A&E and I think Olaf would be even more popular. He may be the worse of all time if they ever brought him out. To avoid the problems that would bring I think they just opted not to have him in FL period. But again, that's just my opinion.

That is a huge bummer. I love Olaf and would love to meet him at one of the Parks at WDW. I know he is very popular though and would draw huge crowds.
