At MK I'd start with the Judge's Tent. there are three rooms that have at least three characters each. You have to wait in line for each room, but it's well worth it.
At each of the other parks you get a schedule of show times and on that schedule they include places and times to see characters.
Example - Buzz and Woody are at Al's Toy Barn at the Studios. The Studios also has character meetings around the big hat and down Mickey Avenue. Epcot has a meet and greet with Mickey and friends at Innoventions as well as at the different countries. Animal Kingdom there's Camp Mickey ad Minne as well as little alcoves for other characters.
There is a big building with something like "character spot" written on it really big on it in Epcot by innoventions. DD got Mickey, Minnie, Pluto, Chip and Dale, and Goofy's autograph.
we like to have dinner at chef mickeys. you see donald, mickey, minnie, pluto and goofy. it saves a lot of time waiting in the lines. nothing is more annoying than waiting in a line for 45 minutes to be told the character is going on break and will be back in 15 minutes. so we've stopped waiting.
