Yup.
Some do at all of the parks.

Do rarer characters get out during EMH or is it the staple characters like Mickey and the princesses and such

Based on what I have seen during AM Extra Magic Hour, it's usually the regular ones like Mickey and etc.

Just standard fare. But during EMH at the MK, Mickey and Minnie come out to Fantasyland together. It's one of the few times you can get a photo with both at the same time. They are right behind the castle by the gift shop.

Actually I do remember seeing Scrooge McDuck in December 2006 and I think it was in Fantasyland. Also it's the only time I remember seeing him, although I am not sure if they still have that.

Scrooge does come out during the holidays but that is only the rare one I know about.

When I saw him it was during a regular Magic Kingdom day and not at MVMCP.

We saw lots of characters - particularly during PM EMH at MK. We were walking around late one night - after midnight - and ran across Mickey near the castle, and Donald, Goofy and a couple of others riding the carousel with people! The Alice characters were out near the tea cups too.

I would assume he would still be in that location if they are planning on brining him out.

Yes,they are known to ride rides frequently VERY LATE into Evening Extra Magic Hours in Fantasyland,but there are no guarantees it will happen EVERY EEMH.

Yeah.... we've done PM EMH once.... last summer.... I went on and on to my family about how cool it would be to find them riding rides in Fantasyland.... but we never saw it. They're still making fun of me for it......
