Characters during EE

It's been 7 years since I was last at Disneyland and cannot remember and even if I could I'm guessing it could have changed, so are there characters out in DL during EE and if so which?

We met Donald right after the park opened for early entry, a year ago. He was the last character my kids really wanted to meet.

Then things have changed since last month. I saw Mickey, Minnie, Pluto and Goofy.

A former student of mine is a character (often Mickey or Chip/Dale), and she said this varies depending on scheduling. Total operating hours/cast member shifts, and predicted crowd levels factor in. She said there's not necessarily a "rule" as to when it happens.

So that's a big fat "maybe."

I do remember walking in last time as seeing Minnie there with no queue but that's all that stands out to me during EE

If it's EE in DCA the cars characters are out with no lines!

The only ones I've met during EMH are the cars characters in DCA.
