I've done 3 of the character meals at DLRP. Cafe Mickey in the Village does Character meals all day and evening, so you can book breakfast, lunch, or dinner there, and get character interaction. I've had dinner there, it gets very busy in the evening, and the food is okay, but is not the main attraction - the atmosphere is. There were a fair few birthday cakes coming out when I was in Cafe Mickey, and the whole restaurant was up and dancing and singing for the birthday girl/boy along with the characters. My sister has done the Character breakfast at Cafe Mickey, and thoroughly recommended it. She was there for the first sitting (which I believe is just after 7.30am) and there were only a handful of families there, so the characters spent loads of time with each table.
I've also done lunch at the Lucky Nugget Saloon in the main Park - for character interaction, this one was my favourite I think. Its a set buffet menu, with live band, and it wasn't more than half full when we were there for lunch, so the characters were around a lot, and very happy to dance to the band with the children, Sherrif of Nottingham was looting pens etc. Great fun, and the food was pretty decent too.
The best one for budget, IMO, is the Character Tea Party in the Plaza Gardens in the main Park. 13 euros or so per person, again a buffet, with savoury and sweet items, and drinks included in the price. Again, lots of character interaction, but it does get busy.
There is also character meals at Inventions restaurant isn't there, in the
Disneyland Hotel, but I haven't done that one (yet).
