Character meals and beverages

Do the character meals include beverages as well (milk, soda) or is this an added expense?

I think some of them include it, and some don't. Here's a link to Deb Wills menu page . Some places, like Cindys and LTT list beverages as part of the meal. Some, like CP, say it's an extra charge.
