Does a 2-year old have to pay for a character meal? His mom will be under the dining plan if it matters at all.

No, you do not have to pay for children under 3 if you are eating at buffets or all you can eat places.
If you eat at a restaurant that has a menu and you order something for the 2 year old then yes, you will have to pay for whatever you order.
