Changing ADR's 5 to 4 people

My SIL is making ADR's for January, but my MIL won't commit to whether she is coming or not. The Travel agent has recommended making reservations for 5 people and says it is no problem to just show up with 4 if she doesn't end up coming.
Sounds iffy to me, what do you all think?

I had to do this last year. I had made ressie for 8 for our family and another who ended up bailing on us. I called and switched all the ADRs from 8 to 4 with no problem at all. They said if I wanted to add people that would be a whole other story.

it is always easier to drop people then to add people. i would make them for 5 and deal with that way. if you make them for 4 and need to change last minute it will become much more of a headache.
