As of Jan 1, 2011 all dining plans booked through DVC must be paid up front at time of booking. Does anyone know the reason for the policy change?

They actually started doing this some time ago. I know it has created a bit of a pickle for those renting out their points.
 
I just added dining to my reservation. I was advised that you can add dining up to 1 week before arrival. You may want to verify with member services.:confused3

On the DVC website it says up to 48 hours. But you still have to pay when you book.
 

It started for all reservations made after October 14th, I believe was the date.

That sounds like bad info - even a regular cash guest can add DDP 72 hours before arrival, and DVC has always been 48 hours.
 
We added the Dining Plan to our March 2011 reservation back in April of 2010 and at that time they wouldn't let us pay for it yet so I suppose I should just call and see if I need to pay for ours now or if I need to pay for it at check in. This new change has me very confused :confused3...

If you booked it prior to the change you do not need to pay it until check-in.
