Many posts and my previous experience using rider swap was that the person who uses the Rider Swap ticket (aka the adult that waits outside) can take up to 2 additional guests so a total of 3 riders.
However, someone recently posted this link with Disney's formal policy which states that only 1 additional rider can go with rider swap ticket holder.

Does anyone have any recent experience to validate what CMs actually do? This drastically changes my FP and ride approach since we have 3 kids and only 2 are tall enough for rides. I dont want to have to pick which kid I get to experience the ride with.
