I've read on the boards that some people have been asked to leave a CC# and others have not. In my case, I was required to leave a CC#. I was also told that I had 24 hours prior to cancel or I would be charged the entire price of the Social. The CM told me it was $6.95/per person plus tax and 15% gratuity if we failed
to show cancel within the allotted time frame.
I'm not sure if you would need a PS or not. I opted to get one because we are a party of 6. And being a party of 6 I was told we cannot all sit at the same table.

As far as I know, unless it is a holiday (Thankgiving, Christmas Eve or even Mothers day, Fathers day) you shouldn't need a CC to book this. But as Belle0101 mentioned some have been ask to leave a CC# and told they would be charged if they did not show.
When I was at WDW in August, I tried about an hour before hand for a walk-up for the ICS. I was told that I couldn't (she didn't even look to see if there was availability), that it was no longer allowed and that you could only go to the ICS via a PS that had to be made no less than 24 hours in advance. I assume this is because of the CC thing, but it seemed a bit odd bearing in mind I was standing right in front of them...I was obviously not going to be a no show, you'd think if there was room, they'd want the business
You must use a PS for this event because it is a pre-prepared event. All of the ice cream is pre-plated and placed in the freezer prior to the seating time. I did not have to use a CC when I booked it in July, but maybe they were having too many no shows? The ice cream is presented in a creative manner which I am sure does take some time to assemble.
