CBR/POR best for 3 yo and 1 yo boy?

Hi. I'm planning a trip to the World next November to a moderate resort. I've never stayed at any, and am anxious to try one (and save money). It will be myself, DH, 3 yo DS and 1 yo DS. I'm trying to decide b/w CBR and POR. Actually, French Quarter looks nice, but I don't want to assume it will be open. Can anyone give opinions as to which would be better? I normally stay at the Poly, so I was leaning more towards CBR b/c of theming, but I really like the idea of the boat to DD at POR. We'll be renting a car.
