I know the in-room gifts are 1 per cabin and based on the highest CC level in the room. But how does it work for the CC discount in the shop is that benefit extended to all those in the stateroom or just the individuals with the appropriate CC level?

Only the individuals. But you might be able to transfer those amounts from one account to the other?

send the highest castaway club member to purchase the items (or use a Disney visa the discount amount is the same) and then figure out behind the scenes how you want to pay people back etc.

This is what I do when I sail with my parents when I'm at a higher CC level. I will just pay for everything and then they pay me back 'behind the scenes'.
