Cash reservations question

I know this has been asked before and I thought I had a good understanding of this, but...

My DH booked our Dec 15th-23rd trip at Bay Lake Tower using our points. Friends of ours also were hoping to go and stay at the same resort (they are not DVC), so I thought I would check on a cash discount rate for them. The CM told me there weren't any rental rooms available at any DVC property for those dates. When I asked if there would be a better time to call, she said "60 days out." Realizing there are different types of inventories at DVC properties, I don't understand that statement. I didn't think these rooms just "pop up." Just last week we booked a HH room on cash for this July--much more than 60 days out. That was our 3rd HH booking that way.

Can anyone explain this a little better for me?

At 60 days out, any unreserved DVC points rooms become available to CRO for cash rental. Cash rooms can become available before that when members trade out to non-DVC resorts, but not always at a discount. Check regularly.
