cash buyers getting priority over DVC

I am just trying to make sure I understand the list of priority when DVC assigns the rooms. I have a friend who just made cash reservations for BCV for February and was told that they have 10 villas set aside for the public and then after those are sold, she would have to wait until 8 months before she travels to allow for the DVC members to make their reservations. So, my question is that as a member owning at a difference resort actually has to wait 1 month after cash reservations have already started.(We have the seven month window). So priority goes to the cash payer before a DVC member owning at a different resort.(by 1 month) Actually, it sounds like the 10 villas that are set aside are available even before BCV members can reserve there. Am I understanding that right?
 
Interesting point, however, I think your reasoning is flawed. Yes, they can start reserving cash rooms from member inventory at that point, but only for a number of points that are available to them. For those points to be available, members would have had to exchange into other non-DVC resorts or would have had to exchange points for a cruise. That is the only inventory that would be available to them.
 
The inventory of points rooms and cash rooms are entirely separate.
The 10 villas most likely represents the percentage of the BCV owned by Disney. These rooms are rented by CRO for cash if not needed for rehab or other purposes.

Later on, CRO may get more rooms to rent for cash if DVC members elect to use points for non-DVC options. DVC has to rent the equivalent number of nights to get the cash to pay for the non-DVC option. None of those rooms are available to members to book for points - essentially, they were used by the member who decided to use points for soemthing other than a DVC stay.

Anyway, no need to worry - only DVC members get to book rooms that are in the points inventory. At 60 days ahead of arrival, DVC may elect to offer any unreserved points inventory rooms to CRO to rent for cash. The income generated by those goes back to help reduce maintenance dues. Also, sometimes DVC determines that not all the rooms in the points inventory will end up being reserved by members using points. Then they offer the rooms to members who want to pay cash - sometimes for a 25% discount off rack rate.
