Case of water

if you buy a case of water will they deliver it to the room for you or is there a cart or something you can use to get it to the room?

We just carried it. It wasn't that heavy. They are 24 12 oz bottles. We bought ours at the Poly.

They have always delivered it to our room for us after we checked in.

If you mean ship it to yourself, yes Bell Services will deliver it to your room and they do expect a tip.
If you mean buy it in the resort store, no they don't deliver to rooms and no they don't have carts that I am aware of

I have used a carry-on suitcase to get water up to my room.

If you are unable to take it to your room,I'm sure Bell Services or Luggage Assistance(Value Resorts) would take if for you(remember to tip) or possibly even one of the Merch Shop CMs would take it for you-Disney would "work" with you.

I just put it on a wheeled carryon that I bring with me.

You could also "borrow" a luggage cart from Bell Services, but I'd just ask them to bring it up. It's worth the cost of the tip if you can't carry it.
