Carryon question NW/Delta

I have a friend that will be flying Mesaba and then on to NWA flight. He asked me if he could take a tennis bag, about 30" long but not very tall, gradually gets slimmer as you get to the zipper, as a carry on. He said it would fit into an overhead bin. Can he do this or will he have to check it. Also, is the size restrictions for length and width for each direction or just the total inches. Thanks.

Size and Weight Restrictions
If your carry-on bag doesn't meet these size restrictions it must be checked, and all checked baggage rules will apply. Your bag must:

Not exceed 45 inches (length + width + height), or 115 cm.
Fit easily in our SizeCheck® unit (approximately 22"x14"x9", or 56x36x23 cm).
Fit in an overhead bin or underneath the seat in front of you.

30" will not fit the SizeCheck.
 
I think he will have to check it. On our flight last year we saw people bring on bags that they definitely knew wouldn't fit in the overhead (ie softball bag) and they were nice enough to check it for free. On our flight back our plane was FULL and they offered anyone who wanted to check carryons for free (we checked all of ours). So technically people try it and end up getting it checked for free, but if they get technical they will make them pay for it.
 
Ask this question over at Flyertalk.... most likely there are people over there who have flown recently with tennis rackets and can relay their experiences.

Don't think I'd fly with tennis rackets in a racket bag if it had to be checked. They don't have nearly enough protection to keep the rackets from being damaged in some way.....
 

From Delta website, they consider it a fragile item but don't really explain if it can be a carry on. I think the bigger problem may be the Mesaba flight - probably a regional jet which only allows carry ons that fit under the seat.

We allow fragile items that meet baggage allowance standards as carry-on or checked baggage, as long as certain requirements are met. This may include signing a form that limits our liability.

We will accept a fragile or perishable item without a limited liability release if it:

Is packaged in the original factory-sealed container
Includes internal protective packing material
Is typically designed for shipping
Items that are not appropriately packaged, and are not assistive devices, will be accepted upon completion of a limited liability release.

Assistive devices will be accepted regardless of the packaging. However, we reserve the right to complete a limited liability release noting pre-existing damage, and to request the passenger's signature.
