Car rentals for under 25

Is there any place that will rent a vehicle to people under the age of 25 and what type of fee? I see national will but i think there is a 25 dollar a day fee and for 14 days that is quite a bit. My husbands cousin and his GF are coming with us on our trip planned in August and they are both under 25 and would like our own vehicles. Any infor please would be grateful.
