Car Rental-additional Driver Charge

Are there any car rental agenices that do not charge for 2nd driver?

If you use an entertainment coupon for alamo, they give you an additional driver for free (anyone, not just spouse). It doesn't say it on the coupon but it comes up in the total.

We belong to National's Emerald Club and Dollar's Fastlane, which were both free to join. I know National did not charge extra for a spouse to drive. I'm not sure about Dollar, but I think they may charge you. I originally joined the Fastlane in my name, but ended up getting an account for DH as he does almost all of the driving.
