I have a ressie at 3:40 pm. If I get seated close to 4, will I get the dinner menu? Do they give you the menu based on your ADR time?

I can't speak specifically for CJ's. However from our experience at other restaurants they provide menus based on seating/ordering time.
You could always ask to see the menu you wish and ask if you may order from that, if it is not for their current time. All they could do is decline.
Once we were seated at Turf Club just before 5:00 and got the lunch menu.
It was about 5 till 5:00 and we asked when dinner started. It was 5:00. We asked to see those menus to order from.
Even then the server was slightly reluctant. But we said by the time we ordered it would be after 5:00. He agreed.
It may even depend on what foods they have remaining or prepared for wheichever meal.
