cant log into my rewards site

Im still doing some rewards programs--the ones where you click on a link and an ad pops up--stays on for a few seconds then you onto the next one

well about a week ago I tried logging in to one and it didnt load finally I got a message that said

took to long to response
err-connection-timed out
check the proxy and firewall
run windows diagonics

I have no clue what this all means--all I know is its effects about 3 of my sites that I do and of course it has to be my best ones
I dont want to start changing things this all seems so strange and iM not good with computers

any ideas
