Why is it that I no longer have an "insert quote" button? Thus, I can't quote a post when I reply. Is there something I'm missing that I should be doing?

Look in bottom right of posts. +Quote adds that post to be quoted Reply will insert the quote so you can reply to that particular post. When you click in the area at the bottom of the thread you will be asked if you want to insert quotes.
If you manually want to insert quotes, then in the area where you type click on the icon that looks like a paper or note (see below), and a little window will open that will allow you to insert a quote, a spoiler, or the other codes you see in the picture. Let me know if that doesn't work.
OK, I found the one you're showing me. I must admit, before you pointed that out, I had no idea what that stood for, and I still down't know what most of the rest of the stuff in that bar stand for (especially the chain things). I'll try to quote this post above. Nope, still didn't work. Didn't there used to be an "Insert quotes" button on the reply?
But that only shows up if you use the "+Quote" link, right? If you're only quoting one post you can click on "Reply" on the lower right and the quote will be in the reply window directly.
If you multi-quote (+Quote) the "Insert Quotes" button shows up under the reply window.
