I have stayed at both. I'll start by saying we really enjoy the moderates. We have stayed at all levels of WDW resorts and the mods just fit our needs very well. Our favorite mods are POR, CBR and CSR. We sort of like the spread out feel and fine that while they are large, the walking isn't a big deal and the fact that the multiple bus stops mean that when we head from our room to the park, we won't be treking far to a bus stop. Having lots of grounds means that no matter how many guests, it never feels crowded. We were there recently (got home a week ago) for 11 nights and obviously it was spring break and packed, but the resort never felt like that. We loved the beaches, hammocks, pools, grounds all of it! Conversely, we stayed at POFQ during Chirstmas week several years ago and the main pool was always packed, and it just didn't feel quite as relaxing.
All that said, POFQ is very pretty! But what kept us from staying there again was the pool. My kids are teens now, but when we stayed there they were 9 and 11 and the serpent slide was a big disappointment. We missed quiet pools. Now you can go over and use the pools at POR but that didn't feel that convenient.
But I loved the food court, the theming, grounds, rooms and I don't rule out we'll stay there again, but not sure when we will because that pool isn't a hit with us and the other three mods have more pools and grounds to spread out in. Our quiet pool in Jamaica was so nice, several times we had it to ourselves. Even the preferred buildings at CBR have quiet pools and sometimes they are a great escape. And the slides, pirate area, and zero entry are great for kids. I also like it that CBR has two hot tubs. POFQ's hot tub is a bit separated from the main pool. Just little things that for us added up to some reasons that while we enjoyed POFQ, we haven't returned.
They are both great resorts, for my family CBR would win hands down, but POFQ is also very nice.
