The question just doesn't compute. There simply is not 5 cities in Canada that could support a major sports franchise and absolutely none with existing facilities for baseball at that level. Whatever investment would be required to start up such an enterprise, I can't imagine private sector or governments being interested in making it.

If we're just playing make-believe, I'd say put one each in Edmonton and Calgary - local sports rivalries are a big thing here.
