Can you waitlist if you don't have enough points? Meaning if I need 22 more points to change a reservation from my home resort to another resort (at the 7-month window,) can I do that? Assuming I have borrowed all my points from the next UY.

I know that I can add up to 24 points @ $15pp, but is that only when I call and a reservation is open? Or can I buy those and waitlist or allow the purchase if my waitlist comes up?

nope.

you can only get the 24 pts if space is available. you cannot buy them "just in case."

I'm not sure if I understand your question...you can waitlist if you don't have enough current year points and give ms the ok to borrow points.....but if you've used all your current year points and borrowed all of next years points....no you can't waitlist....
