Can you use DDP at a bar/lounge?

Could we use DDP to walk up to the California Grill Lounge for dinner? I understand that alcohol would not be included-I just mean for a meal? Would it still be two credits?

The Lounge at California Grill does not accept the Disney Dining Plan.

A couple of pool bars, I think, is about it. I can think of 3 pool bars that take QS DDP, and two of them you can't get to unless you're a guest of that resort.
