can you upgrade a florida resident ap later to a higher level?

i was just wondering, with the tiered system of florida resident ap's, if you purchase one at the low level with lots of blackout dates, can you upgrade it later on if you find you need more park time? and if the answer to this is yes, will they prorate added cost at the time you update?
