Another possible alternative is to "rent" up to 24 "one time use" points from MS.
You can purchase up to 24 add'l points from DVC, but then you can't book until the 7 month window. You could always borrow from your next use year if possible. I don't think you can cash-up a reservation, but you could spend one night at one of the other resorts on the front end of your trip.
DVCconvert is correct, they will link the points & cash reservations together so you shouldn't have to worry about 2 separate reservations. We have added on cash nights multiple times and have been lucky to get the 25% discount each time, but have yet to try the "one time use" points they now offer. I think that might be a good option if the 25% discount wasn't available and you were within the 7 month mark.

Regarding the cash room discounts: Can members use the general public discount, if they are running it at the time, of 40% off deluxes? Or just the DVC discount of 25%?

Yes you can. But whereas the general public discount has to be made thru CRO, you'll want to give CRO your MS ressie #, and call MS and give them your CRO ressie #. I wouldn't assume that CRO and MS can link automatically. Of course the CRO ressie would have to be for the same room size to have the linking work and not be required to change rooms.
