Can you make FP+ reservations if you havent bought tickets yet?

We plan on buying annual passes before our trip but do we need to have them linked to our account before we are able to make our FP+ choices?

You need a ticket linked to your account.

If you don't have them purchased you can not make FP reservations. I am having a similar problem. I am a travel agent, I have my ticket ordered but can only purchase my ticket at Guest Relations so since I don't have a ticket number yet I can not make reservations for myself. I purchased the tickets for my husband and girls through Under Cover Tourist and have them already linked to their Magic Bands.
