Can you make ADR before booking a room?

So....I've decided we're going to WDW at the end of June but haven't booked our room yet. Assuming I can still make a dining res 180 days out, I should be able to do this tomorrow....but will they let me book w/o a room booking yet?

Also, since I haven't booked my room, I also haven't decided if I'm doing a dining plan. I think I read you can "pay" for character meals w/ dining plan. And if I pay OOP tmrw for these meals, can I get reimbursed if I decide to do a dining plan? Do you know how many credits(?) it takes to get a character meal? Are character meals available to be "paid for" with quick dining or just the reg dining plan? I'm specifically interested in breakfast buffet at Chef Mickey & lunch at Cinderella's Royal Table.

Most character meals are only one TS credit on the DDp. CRT is 2 TS credits. You do have to have the regular plan, though. If you get the QS plan then you will only have CS meals on your plan and can't use them to pay for character meals. You can get the QS plan and pay for your character meals OOP.
