can you buy tickets at rpr?

I was wondering can you buy tickets at the hotel for the parks and wet n wild
or seaworld,I have a pap but its not activated yet and need 3 more tickets

Yes the concierge has tickets. We have bought them there before and even got a card that entitled us to extra savings once.

Can you also upgrade your tickets there, or do I have to go to guest services? I have to upgrade one of ours to the PAP (for our room rate)

Will they let me check in, then go upgrade and show them when I come back at the end of the day?

I thought I heard they don't bill you till the end of your stay.
