Can you activate APs at DTD?

We reserved a room today with the AP rate and was reminded to have our APs at check-in. The CM told us that you have to go to one of the theme parks to get your pass acitvated. Last year we did it at DTD.

Did they change the policy?

No, they didn't. You can exchange your AP vouchers at DTD Guest Relations.
