Can we use ameneties at other resorts?

Yes, just not the pools. Any arcade, boat or bike rental etc requires money and I'm sure they are happy to take it!

Yes, as PP mentioned no pools and wanted to add no fitness center or health clubs. Spas yes because you pay for your services there.

Disney encourages visitors to the resorts. As others have said, the pools and fitness centers are off-limits, but you're very welcome to shop, dine, walk around and explore, have a spa treatment, use the arcade, rent recreational stuff like boat, bikes, etc.
